I imagine there might be two kinds of people who say “Surely the darkness shall cover me” – those who don’t want to be seen by God, and those who fear they’re in a situation where God can’t see them.
Thankfully, they’re both wrong. There is no dark to God. Nothing is hidden. Nothing is invisible.
All is light to God. May he be praised.
